  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for Phase 
  1.4             1 of the expansion at MCF-Faribault, for a new Rice 
  1.5             County jail, and for the addition of a prison 
  1.6             industries building at MCF-Faribault. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION.] 
  1.9      (a) $74,300,000 is appropriated from the bond proceeds fund 
  1.10  to the commissioner of administration to predesign, design, 
  1.11  construct, furnish, and equip Phase 1 of the expansion at the 
  1.12  Minnesota Correctional Facility-Faribault. 
  1.13     (b) $500,000 is appropriated from the bond proceeds fund to 
  1.14  the commissioner of administration to predesign a prison 
  1.15  industries building at the Minnesota Correctional 
  1.16  Facility-Faribault to be used to manufacture low-cost modular 
  1.17  homes by inmates. 
  1.18     (c) $10,550,000 is appropriated from the bond proceeds fund 
  1.19  to the commissioner of corrections for a grant to Rice County to 
  1.20  design, construct, furnish, and equip a county jail facility on 
  1.21  state land adjacent to the new Minnesota Correctional 
  1.22  Facility-Faribault.  The facility must have at least 300 beds.  
  1.23  The appropriation is not available until the commissioner of 
  1.24  finance determines that: 
  1.25     (1) at least an equal amount is committed to the project 
  1.26  from nonstate sources; and 
  2.1      (2) the commissioner of corrections and the county board of 
  2.2   commissioners have executed an agreement providing: 
  2.3      (i) how the state and the county will provide security, 
  2.4   maintenance, and utility services to the state correctional 
  2.5   facility and the county jail facility; 
  2.6      (ii) how the state and the county will provide food, health 
  2.7   care, and laundry services to the inmates of the state 
  2.8   correctional facility and the county jail facility; 
  2.9      (iii) that the state will have priority for lease of up to 
  2.10  200 beds in the county facility; and 
  2.11     (iv) that the state and the county will cooperate and 
  2.12  coordinate in the design and construction of the state 
  2.13  correctional facility and the county jail to ensure that the 
  2.14  jail satisfies the state's minimum security requirements and 
  2.15  need for additional bed space. 
  2.16     Sec. 2.  [BOND SALE.] 
  2.17     To provide the money appropriated in this act from the bond 
  2.18  proceeds fund, the commissioner of finance shall sell and issue 
  2.19  bonds of the state in an amount up to $85,350,000 in the manner, 
  2.20  upon the terms, and with the effect prescribed by Minnesota 
  2.21  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  2.22  Constitution, article XI, sections 4 to 7. 
  2.23     Sec. 3.  [EFFECTIVE DATE.] 
  2.24     Sections 1 and 2 are effective the day following final 
  2.25  enactment.
