  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing state 
  1.3             bonds and appropriating money to predesign the Great 
  1.4             River Shakespeare Festival Theater in the city of 
  1.5             Winona. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [GREAT RIVER SHAKESPEARE FESTIVAL THEATER.] 
  1.8      Subdivision 1.  [APPROPRIATION.] $125,000 is appropriated 
  1.9   from the bond proceeds fund to the commissioner of employment 
  1.10  and economic development for a grant to the city of Winona to 
  1.11  predesign the Great River Shakespeare Festival Theater in the 
  1.12  city of Winona.  The predesign may include site selection and 
  1.13  economic feasibility and impact analysis of the proposed theater.
  1.14     Subd. 2.  [MATCHING FUNDS.] The appropriation in 
  1.15  subdivision 1 is not available until the commissioner has 
  1.16  determined that an equal amount has been committed to the 
  1.17  project from nonstate sources. 
  1.18     Subd. 3.  [BOND SALE.] To provide the money appropriated in 
  1.19  this section from the bond proceeds fund, the commissioner of 
  1.20  finance shall sell and issue bonds of the state in an amount up 
  1.21  to $125,000 in the manner, on the terms, and with the effect 
  1.22  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  1.23  and by the Minnesota Constitution, article XI, sections 4 to 7. 
  1.24     [EFFECTIVE DATE.] This section is effective the day 
  1.25  following final enactment.
