  1.1                          A bill for an act
  1.2             relating to education; establishing requirements for 
  1.3             paraprofessionals; providing for rulemaking; proposing 
  1.4             coding for new law in Minnesota Statutes, chapter 122A.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [122A.34] [CREDENTIAL FOR EDUCATION 
  1.7   PARAPROFESSIONALS.] 
  1.8      Subdivision 1.  [RULEMAKING.] The board of teaching must 
  1.9   adopt rules for a statewide credential for education 
  1.10  paraprofessionals who assist a licensed teacher in providing 
  1.11  student instruction.  The rules must not take effect until 
  1.12  approved by law. 
  1.13     Subd. 2.  [TRAINING POSSIBILITIES.] In adopting rules for a 
  1.14  statewide education paraprofessional credential under 
  1.15  subdivision 1, the board must consider including provisions that 
  1.16  give paraprofessionals training in students' characteristics, 
  1.17  support the teaching and learning environment, provide academic 
  1.18  instructional skills, and develop ethical practices. 
  1.19     Subd. 3.  [INITIAL TRAINING.] A school board must consider 
  1.20  a policy on training its paraprofessionals in topics including 
  1.21  emergency procedures, confidentiality, vulnerability, reporting 
  1.22  obligations, discipline policies, roles and responsibilities, 
  1.23  and building orientation before the paraprofessional supervises 
  1.24  or works with students. 
  1.25     [EFFECTIVE DATE.] This section is effective the day 
  2.1   following final enactment.
