  1.1                          A bill for an act 
  1.2             relating to rural economic development; allowing staff 
  1.3             of the rural policy and development center to 
  1.4             participate in state insurance plans that apply to 
  1.5             state employees; amending Minnesota Statutes 2000, 
  1.6             section 116J.421, subdivision 1.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 116J.421, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [ESTABLISHED.] (a) The rural policy and 
  1.11  development center is established at Mankato State University.  
  1.12  The center may be established by the board as a nonprofit 
  1.13  corporation under section 501(c)(3) of the Internal Revenue Code 
  1.14  or the board may organize and operate the center in a manner and 
  1.15  form that the board determines best allows the center to carry 
  1.16  out its duties. 
  1.17     (b) If the board organizes the center as a nonprofit 
  1.18  corporation under section 501(c)(3) of the Internal Revenue 
  1.19  Code, staff of the center may participate in state insurance 
  1.20  plans that apply to state employees generally, and are subject 
  1.21  to regulation by the state campaign finance and public 
  1.22  disclosure board. 
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     Section 1 is effective the day following final enactment.
