  1.1                          A bill for an act 
  1.2             relating to higher education; authorizing a 
  1.3             feasibility study of restructuring the central office 
  1.4             of the Minnesota state colleges and universities.  
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MINNESOTA STATE COLLEGES AND UNIVERSITIES; 
  1.7   CENTRAL OFFICE RESTRUCTURING FEASIBILITY STUDY.] 
  1.8      In an ongoing effort to provide greater autonomy for 
  1.9   campuses and accountability at the system level, the board of 
  1.10  trustees of the Minnesota state colleges and universities 
  1.11  (MnSCU) must direct the council of presidents of MnSCU 
  1.12  institutions to study the feasibility of restructuring central 
  1.13  office services to better reflect the needs of college and 
  1.14  university campuses.  The study must include, but not be limited 
  1.15  to, an assessment of: 
  1.16     (1) funding a core level of services provided by the 
  1.17  central office through a nominal fee paid by all campuses; 
  1.18     (2) providing campuses with an option for contracting for 
  1.19  services from the central office; 
  1.20     (3) methods to streamline the delivery of services to avoid 
  1.21  duplication of efforts; 
  1.22     (4) the impact of various alternative delivery systems on 
  1.23  different types of colleges and universities; and 
  1.24     (5) the feasibility of making the MnSCU central office more 
  1.25  market sensitive. 
  2.1   The board of trustees must submit a report on the restructuring 
  2.2   study to the chairs of the higher education finance committees 
  2.3   in the house and the senate by February 15, 2002.
