  1.1                          A bill for an act 
  1.2             relating to the metropolitan radio board; abolishing 
  1.3             the board; providing for the transfer of its duties 
  1.4             and responsibilities; requiring the submission to the 
  1.5             legislature of a report and plan on the board's 
  1.6             transition; amending Laws 1995, chapter 195, article 
  1.7             1, section 18, as amended. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Laws 1995, chapter 195, article 1, section 18, 
  1.10  as amended by Laws 1999, chapter 238, article 2, section 78, is 
  1.11  amended to read: 
  1.12     Sec. 18.  [SUNSET.] 
  1.13     The metropolitan radio board is abolished effective July 1, 
  1.14  2002 2003.  Effective July 1, 2002 2003, the board's duties and 
  1.15  responsibilities are transferred to the metropolitan council or 
  1.16  an appropriate state agency, as provided by law, based on the 
  1.17  reports submitted by the metropolitan council under section 7, 
  1.18  subdivision 3, of this article.  The designated agency is the 
  1.19  successor to all the property, interests, obligations, and rules 
  1.20  of the metropolitan radio board.  By February 1, 2002, the board 
  1.21  shall submit to the legislature a report and plan for the 
  1.22  board's transition from its current status.  The report shall 
  1.23  include financial projections on future capital and operating 
  1.24  costs, including sources and uses of funds, and a recommendation 
  1.25  on whether to transfer its duties and responsibilities to a 
  1.26  specific state agency, to remain an independent agency, or to 
  2.1   become an association of local units of government working 
  2.2   jointly with state agencies.  If the recommendation is to become 
  2.3   an independent agency, the board shall submit recommendations on 
  2.4   changing its size, its name, and the makeup of its geographical 
  2.5   and functional representation.
