  1.1                          A bill for an act 
  1.2             relating to local government; requiring a municipality 
  1.3             to issue permits once a special permit has been issued 
  1.4             and an environmental assessment worksheet has been 
  1.5             completed; proposing coding for new law in Minnesota 
  1.6             Statutes, chapter 462. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [462.3953] [SPECIAL PERMITS; ISSUANCE OF 
  1.9   PERMITS REQUIRED.] 
  1.10     Once a municipality has issued a special permit for the 
  1.11  conduct of a specific business or use for a project subject to 
  1.12  section 116G.151, whether issuance occurs before or after the 
  1.13  effective date of this section, and upon completion of an 
  1.14  environmental assessment worksheet and issuance of a negative 
  1.15  declaration for the business or use, whether completion and 
  1.16  issuance occurs before or after the effective date of this 
  1.17  section, a municipality shall issue all permits for the business 
  1.18  or use notwithstanding any other statute, rule, permit or local 
  1.19  ordinance, resolution, or moratorium. 
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     Section 1 is effective the day following final enactment.
