A bill for an act
relating to state government; requiring a feasibility study on creating a central fund
to pay for costs of providing accommodations to state employees with disabilities.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner of management and budget, in consultation with the Commission
of Deaf, DeafBlind and Hard-of-Hearing Minnesotans, must report to the chairs and
ranking minority members in the senate and the house of representatives of committees
with primary jurisdiction over state employment and the governor by January 5, 2015,
on advantages and disadvantages of creating a dedicated account in the special revenue
fund to pay for costs of providing accommodations to executive branch state employees
with disabilities. The report must include:

(1) a summary of money spent by executive branch state agencies in fiscal years
2012 and 2013 for providing accommodations to executive branch state employees;

(2) an analysis of how use of central accommodation funds in other governmental
units and in private businesses affects recruitment, hiring, retention, and promotion
of people with disabilities; and

(3) recommendations for laws and policies needed to implement a central
accommodation fund.
