A bill for an act
relating to state government; requiring a study of funding, impact, and needs of
Black arts in the state.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) The Minnesota Arts Board shall work in collaboration with the Council on Black
Minnesotans Legacy Arts Committee to study the:

(1) current and projected economic impact of Black arts in the state;

(2) utilization of Black staff in the state's arts institutions that have 20 or more
employees;

new text begin
(3) barriers that hinder the growth of Black arts in the state;

(4) facility needs of Black artists;
new text end
new text begin
(5) stability of existing Black arts facilities; and
new text end
new text begin
(6) business development and technical assistance needs of Black artists in the state.

(b) The study in paragraph (a) shall be funded by the Minnesota Arts Board, and the
board shall make a report to the legislature, governor, Legacy Committee, and the arts
community by December 31, 2014, with recommendations to address the board's findings.
