A bill for an act
 relating to state government; providing for any task force to comply with the Open
Meeting Law; amending Minnesota Statutes 2016, sections 3.055, by adding a
subdivision; 13D.08, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2016, section 3.055, is amended by adding a subdivision
to read:

new text begin Meetings of task forces. new text end

new text begin (a) A meeting of a task force created in law must be
open, as provided in this subdivision. A task force is an advisory body of limited duration.

new text begin (b) If all members of the task force are legislators, then subdivisions 1, 1a, and 2 apply.
If no members of the advisory task force are legislators, then chapter 13D applies.

new text begin (c) Except as provided by other law, if the task force consists of some members who are
legislators and some who are not legislators, chapter 13D applies generally. A meeting
occurs when a quorum is present and the members receive information, discuss, or take
action on any matter relating to the duties of the task force. The task force may conduct
meetings as provided in section 13D.015 or 13D.02. Unless specified in other law, the task
force may conduct meetings at any location that is appropriate for the purposes of the task
force as long as the location is open and accessible to the public. For legislative members
of the task force, enforcement of this subdivision is governed by subdivision 2. For
nonlegislative members of the task force, enforcement of this subdivision is governed by
section 13D.06, subdivisions 1 and 2.
