1.2relating to transportation; establishing pilot program for providing discount 1.3metropolitan transit passes to charitable organizations; requiring report. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. DISCOUNT TRANSIT PASSES PILOT PROGRAM. 1.6The Metropolitan Council shall establish a pilot program and policies to sell transit 1.7fare media at a 50 percent discount to eligible charitable organizations for use by homeless 1.8individuals. For the purposes of this section, "eligible charitable organization" means a 1.9charitable organization described in section 501(c)(3) of the Internal Revenue Code that 1.10provides services for homeless individuals, and "homeless individuals" means homeless 1.11individuals or persons as defined in Minnesota Statutes, section 116L.361, subdivision 5. 1.12The pilot program is limited to no more than ten charitable organizations and terminates 1.13March 15, 2011.
1.14 Sec. 2. REPORT. 1.15By January 15, 2011, the chair of the Metropolitan Council shall prepare and 1.16submit a report to the chairs and ranking minority members of the senate and house of 1.17representatives committees having jurisdiction over transportation. The chair shall prepare 1.18and submit the report with existing agency staff and resources. The report on the pilot 1.19program must include a list of sales made under this section, including organization name 1.20and the volume of fare media purchased, the costs of providing the discounted service, and 1.21revenue impacts on the council's transit system.
1.22 Sec. 3. APPLICATION. 2.1Sections 1 and 2 apply in the counties of Anoka, Carver, Dakota, Hennepin, Ramsey, 2.2Scott, and Washington.
2.3 Sec. 4. EFFECTIVE DATE. 2.4Sections 1 and 2 are effective September 1, 2009.
