A bill for an act
relating to the Racing Commission; appropriating money for a grant to the
Benevolence Fund of the Minnesota Horsemen's Benevolent and Protective
Association.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin RACING COMMISSION; BENEVOLENCE FUND GRANT.

new text begin $2,000,000 in fiscal year 2025 is appropriated from the general fund to the Racing
Commission for a grant to the Benevolence Fund of the Minnesota Horsemen's Benevolent
and Protective Association. This is a onetime appropriation. The grant must be distributed
no later than August 15, 2024, and used as follows:

new text begin (1) $1,500,000 is for the renovation, equipping, and staffing of workplace safety, security,
and health programs; and

new text begin (2) $500,000 is to provide out-of-school summer programs focusing on mentoring and
behavioral, social, and emotional learning interventions and enrichment activities directed
toward low-income students of color.
