A bill for an act
relating to education finance; authorizing a grant to the Greater Minneapolis Council
of Churches for the Tech Teens and Genius Labs programs; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) For a grant to the Greater Minneapolis
Council of Churches for the Tech Teens and Genius Labs programs:

new text begin (b) The Tech Teens program must use grant funds to expand opportunities for high
school students to develop digital technology skills, including using funds to encourage
additional student participation in the program, create student fellowships, provide hands-on
opportunities, and develop a digital technology curriculum for its programming that can be
shared and replicated by other programs.

new text begin (c) The Genius Labs program must use grant funds to provide support for digital learning
and homework support, including using funds to provide group activities and hands-on
experience to build social-emotional learning skills; provide adult mentoring for students,
create opportunities for students to explore career and vocational options through internships
and mentorships; and offer trauma-informed mental health support, as needed, for program
participants.

new text begin (d) The Tech Teens and Genius Labs programs may be offered after regular school
hours, on weekends, and during the summer.

new text begin (e) Prior to awarding the grant, the Greater Minneapolis Council of Churches must
submit to the commissioner of education a description of the programs' goals and strategies
for the Tech Teens and Genius Labs programs consistent with the evidence-based grant
requirements of Minnesota Statutes, section 127A.20. The Greater Minneapolis Council of
Churches must issue a preliminary report on the program's status on January 15, 2023, and
submit a final report consistent with Minnesota Statutes, section 127A.20.
