A bill for an act
relating to state government; establishing the Strengthening Attorney General
Oversight of Voting and Elections (SAVE) Act; proposing coding for new law in
Minnesota Statutes, chapter 8.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

This section may be cited as the "Strengthening Attorney
General Oversight of Voting and Elections Act" or "SAVE Act."

In any criminal proceeding in any court of this state
and in any county or part of the state, the attorney general has statewide jurisdiction to
prosecute violations of chapters 200 to 209, election administration and voting procedures;
chapter 211B, fair campaign practices; chapters 10A and 211A, campaign finance and public
disclosure; section 609.42, bribery; and 609.43, misconduct of public officials.

The jurisdiction granted by this section is concurrent
with that of the local prosecuting authority responsible for prosecuting violations in the
sections and chapters specified in subdivision 2 in the place where the violation was
committed. The jurisdiction granted to the attorney general in this section includes a grant
of all powers and authorities otherwise granted to a local prosecuting authority to investigate,
charge, and prosecute conduct prohibited by the chapters listed in subdivision 1. Nothing
in this section is intended to deprive the attorney general or any local prosecuting authority
of any power or authority already granted.

If the attorney general begins an investigation under
this section, the attorney general shall notify the local prosecuting authority in which a
substantial part of the investigation is likely to be conducted. Failure to notify shall not
deprive the attorney general of jurisdictional authority under this section.
