A bill for an act
relating to capital investment; appropriating money for Anoka County State-Aid
Highway 1 interchange improvements at marked Trunk Highway 610 in the city
of Coon Rapids.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MARKED TRUNK HIGHWAY 610 INTERCHANGE; APPROPRIATION.

new text begin (a) $36,000,000 in fiscal year 2023 is appropriated from the general fund to the
commissioner of transportation for one or more grants to the city of Coon Rapids or Anoka
County for interchange improvements, including right-of-way acquisition and construction,
at marked Trunk Highway 610 and Anoka County State-Aid Highway 1, known as East
River Road, and the associated frontage roads, backage roads, connecting local streets, and
any associated water and sanitary sewer infrastructure improvements if necessary or required
for the construction of the interchange improvements. This appropriation does not require
a nonstate contribution.

new text begin (b) $3,750,000 of the appropriation in paragraph (a) is for acquisition of right-of-way
associated with the local road portions of the project.

new text begin (c) $32,250,000 of the appropriation in paragraph (a) is for construction of the
improvements associated with the local road portions of the project.

new text begin (d) Upon written notice to the commissioner of management and budget, any unspent
portion of an amount in paragraph (b) or (c) remaining after completion of that project phase
is available for any other phase of the project.
