A bill for an act
relating to local government; allowing municipalities to opt out of certain state
mandates for a limited time.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) For the purposes of this section, the following terms have
the meanings given them.

new text begin (b) "Municipality" means a home rule charter or statutory city.

new text begin (c) "Mandate" means any state law or rule that requires a municipality to make
expenditures that if deferred or abated would provide more financial flexibility to address
the needs of the municipality due to the financial stresses of the COVID-19 crisis.

new text begin Procedure to opt out of mandate. new text end

new text begin A municipality may by a majority vote of
its governing body, adopt a resolution to opt out of any mandate. The resolution is effective
for the time stated in the resolution, which may not extend past November 30, 2021.

new text begin Effective date; expiration. new text end

new text begin This section is effective June 1, 2020, and expires
November 30, 2021.
