A bill for an act
relating to unemployment insurance; modifying eligibility for secondary students
during COVID-19 pandemic.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) Notwithstanding Minnesota Statutes, section 268.085, subdivision 2, clause (3), an
applicant who establishes an unemployment insurance benefit account between March 16,
2020, and the date specified in paragraph (b), is eligible for unemployment benefits for any
week that the applicant is a student in attendance at, doing distance learning through, or on
vacation from a secondary school, including the period between academic years or terms.

(b) Eligibility under paragraph (a) expires the later of May 18, 2020, or the day Executive
Order 20-48, or a related executive order extending the closure of bars, restaurants, and
other places of public accommodation, is terminated or rescinded, or has expired.

This section is effective the day following final enactment and
is retroactive to March 16, 2020.
