A bill for an act
relating to state government; applying a freeze on full-time equivalent positions
in executive branch state agencies.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin FULL-TIME EQUIVALENT FREEZE.

new text begin (a) Appropriations from any funds to an executive branch state agency in fiscal year
2021 must not be used to pay salary or benefits to employ more full-time equivalent positions
within the agency than the number employed by that agency as of May 1, 2020. This section
does not apply to positions related to corrections or law enforcement; public health, including
the state's response to the infectious disease outbreak known as COVID-19; or other essential
operations or services of the agency, as determined by its commissioner or governing board.

in Minnesota Statutes, section 16A.011, subdivision 12a, and does not include the Minnesota
State Colleges and Universities.
