relating to education finance; authorizing a grant for Wilderness Inquiry for credit
recovery programs; appropriating money; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

appropriated from the general fund to the Department of Education in the fiscal year
designated.

new text begin (a) For a grant to Wilderness Inquiry for credit recovery
programs:

new text begin (b) Of the amount in paragraph (a), up to $155,000 is for planning activities including:

new text begin (1) teacher recruitment;
new text end

new text begin (2) curriculum development;
new text end

new text begin (3) teacher and outdoor leader training; and
new text end

new text begin (4) coordination among program sites.

new text begin (c) Wilderness Inquiry must form at least six partnerships with school district or charter
school programs to deliver services in partnership with the schools that will enhance credit
recovery programs. At least two partnerships must be formed with schools located in a city
of the first class; at least two partnerships must be formed with schools located in greater
Minnesota; and at least two partnerships must be formed with schools located in suburban
communities. Each partnership agreement must provide a plan for integrating Wilderness
Inquiry's programming into credit recovery activities within the district.

new text begin (d) The appropriation in paragraph (a) does not cancel and is available until June 30,
2023.

new text begin (e) The grant recipient must submit a report describing the programs offered using grant
funds and the effectiveness or program outcomes. The report must be submitted to the
commissioner of education and to the chairs and ranking minority members of the legislative
committees with jurisdiction over kindergarten through grade 12 education.
