A bill for an act
relating to higher education; reducing appropriations to the University of Minnesota
for certain actions; proposing coding for new law in Minnesota Statutes, chapter
137.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) If the University of Minnesota uses a fellowship to train doctors in abortion procedures
during an even-numbered fiscal year, the commissioner of management and budget must
reduce the appropriation to the Board of Regents of the University of Minnesota for
operations and maintenance for the following fiscal year by five percent.

(b) If the University of Minnesota uses a fellowship to train doctors in abortion procedures
during an odd-numbered fiscal year, the appropriation base to the Board of Regents of the
University of Minnesota for operations and maintenance for the following biennium is
reduced by five percent.

This section is effective July 1, 2018, and applies to actions taken
in the 2019 fiscal year and later.
