A bill for an act
relating to transportation; prohibiting the use of automated driving systems;
proposing coding for new law in Minnesota Statutes, chapter 169.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) For purposes of this section, the following terms have
the meanings given.

new text begin (b) "Automated driving system" means hardware and software that are collectively
capable, without any intervention or supervision by a person, of performing all aspects of
the dynamic driving task for a vehicle on a part-time or full-time basis, described as levels
4 and 5 automation in SAE International's Standard J3016, as it existed in September 2016.

new text begin (c) "Dynamic driving task" means all of the following aspects of driving:

new text begin (1) operational aspects, including steering, braking, accelerating, and monitoring the
vehicle and roadway; and

new text begin (2) tactical aspects, including responding to events, determining when to change lanes,
turning, using signals, and other related actions.

new text begin Dynamic driving task does not include strategic aspects of driving, including determining
destinations or way points.

new text begin Vehicles equipped with an automated driving system are prohibited
from operating on any Minnesota road or highway unless the automated driving system is
disabled and the person operating the vehicle performs all dynamic driving tasks.
