A bill for an act
relating to housing; appropriating money for a grant to Community Stabilization
Project for services to renters and property owners in low-income and
underrepresented communities.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $295,000 in fiscal year 2023 is appropriated from the general fund to the Minnesota
Housing Finance Agency for a grant to Community Stabilization Project. Of this amount:

new text begin (1) $100,000 is to continue the Community Stabilization Project's work of delivering
holistic person-centered services and curriculum to renters and property owners in order to
preserve deeply affordable rental units in underrepresented communities. This amount is
available until expended. $100,000 is added to the base in fiscal year 2024 and $0 in fiscal
year 2025 for this purpose;

new text begin (2) $120,000 is to expand the creation of entry level employment opportunities for renters
to fill in gaps in income and provide stabilization. $120,000 is added to the base in fiscal
year 2024 and $0 in fiscal year 2025 for this purpose; and

new text begin (3) $75,000 is to construct a locker space to secure the valuable verification documents
needed to secure shelter, housing, and identification for those experiencing homelessness.
This amount is available until expended.
