A bill for an act
relating to public safety; establishing youth justice services grants; appropriating
money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

$....... in fiscal year 2023 is appropriated from the general
fund to the commissioner of public safety for grants administered by the Office of Justice
Programs to establish and expand youth justice services.

Of the amount appropriated in subdivision
1, $5,000,000 is for grants to individuals or organizations that provide mental health services
for youth, including residential care, community-based treatment, and treatment or counseling
provided at schools. Funds must be used to support programs designed by those with
experience as youth in need of mental health services, mental health and behavioral health
providers, and corrections professionals.

Of the amount appropriated in subdivision 1,
$3,000,000 is for youth development grants to establish or support after-school programming,
mentoring, tutoring, and community engagement. Funds must be used for programs that
incorporate trauma-informed therapy.

Of the amount appropriated in subdivision 1, $....... is for an
independent consultant to develop an assessment tool for the juvenile justice and mental
health systems that includes a continuum of care model specifically designed for the juvenile
justice population.

subdivision 1, $....... is for a person or entity to provide comprehensive, facility-wide training
on mental health crisis response and trauma-informed care at the state's 12 juvenile detention
facilities.
