  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article XIII, section 1; providing for local control 
  1.4             of public education. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.7      An amendment to the Minnesota Constitution, article XIII, 
  1.8   section 1, is proposed to the people.  If the amendment is 
  1.9   adopted, article XIII, section 1, will read: 
  1.10     Section 1.  The stability of a republican form of 
  1.11  government depending mainly upon the intelligence of the people, 
  1.12  it is the duty of the legislature to establish a general and 
  1.13  uniform local school district system of public schools.  The 
  1.14  legislature shall only make such provisions by taxation or 
  1.15  otherwise to provide funding for local school districts to 
  1.16  implement their school educational policies and operate their 
  1.17  schools as will secure a thorough and efficient system of local 
  1.18  public schools throughout the state.  Each local school district 
  1.19  shall establish and administer all educational policies for the 
  1.20  district and its schools without state or federal control or 
  1.21  interference. 
  1.22     Sec. 2.  [QUESTION.] 
  1.23     The proposed amendment must be submitted to the people at 
  1.24  the 2000 general election.  The questions submitted must be: 
  1.25     "In order to reflect and enforce the intent of the tenth 
  2.1   amendment of the United States Constitution, shall the Minnesota 
  2.2   Constitution be amended to give local school districts control 
  2.3   over all educational policies for the district and its schools 
  2.4   without state or federal interference? 
  2.5                                      Yes .......
  2.6                                      No ........"
