A bill for an act
relating to health; establishing an emergency medical services task force;
appropriating money for the task force and for a grant program to publicize and
promote volunteer retention.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin EMERGENCY MEDICAL SERVICES TASK FORCE.

new text begin Establishment; duties. new text end

new text begin The Emergency Medical Services Task Force is
established to evaluate and make recommendations on improving the provision of emergency
medical services in Minnesota. The task force must evaluate and make recommendations
on:

new text begin (1) how to improve and modernize the provision of emergency medical services in
Minnesota;
new text end

new text begin (2) any needed changes to education or training requirements for ambulance service
personnel or emergency medical responders that will improve the provision of emergency
medical services; and
new text end

new text begin (3) how to coordinate ambulance service operations with the roles, transportation needs,
and other needs of hospitals within and outside service areas of ambulance services.

new text begin (a) The task force shall consist of the following 11 members:

new text begin (1) one member of the senate, appointed by the senate majority leader;
new text end

new text begin (2) one member of the house of representatives, appointed by the speaker of the house;
new text end

new text begin (3) the commissioner of public safety or the commissioner's designee;
new text end

new text begin (4) the commissioner of health or the commissioner's designee;
new text end

new text begin (5) six members appointed by the governor; and
new text end

new text begin (6) one member appointed by the Emergency Medical Services Regulatory Board.

new text begin (b) Appointments to the task force must be made no later than August 1, 2020.

new text begin (c) Member compensation and reimbursement for expenses are governed by Minnesota
Statutes, section 15.059, subdivision 3.

new text begin Co-chairpersons; meetings. new text end

new text begin The members of the task force appointed under
subdivision 2, paragraph (a), clauses (1) and (2), shall serve as co-chairpersons of the task
force. The co-chairpersons must convene the first meeting of the task force no later than
August 15, 2020. The task force is subject to the Minnesota Open Meeting Law under
Minnesota Statutes, chapter 13D.

new text begin The Department of Health must provide administrative
support and meeting space for the task force.

new text begin No later than January 1, 2022, the task force must submit a written
report to the members of the legislative committees with jurisdiction over health and human
services and public safety on the task force's evaluation conducted and recommendations
developed under subdivision 1.

new text begin The task force shall expire upon submission of the report required
under subdivision 5, or January 1, 2022, whichever is later.

Sec. 2. new text begin APPROPRIATIONS.
new text end

new text begin (a) $250,000 in fiscal year 2021 is appropriated from the general fund to the commissioner
of health for the Emergency Medical Services Task Force.

new text begin (b) $200,000 in fiscal year 2021 is appropriated from the general fund to the commissioner
of employment and economic development for a grant program to publicize and promote
retention of ambulance service volunteers and volunteer reserve officers of a law enforcement
agency.
