  1.1                          A bill for an act
  1.2             relating to state government; abolishing the office of 
  1.3             environmental assistance and transferring 
  1.4             responsibilities; requiring the revisor to make 
  1.5             technical conforming changes to Minnesota Statutes. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [TITLE.] 
  1.8      Sections 2 to 4 may be cited as the "Government Efficiency 
  1.9   and Bureaucracy Control Act." 
  1.10     Sec. 2.  [OFFICE OF ENVIRONMENTAL ASSISTANCE ABOLISHED; 
  1.11  RESPONSIBILITIES TRANSFERRED.] 
  1.12     The office of environmental assistance is abolished.  The 
  1.13  responsibilities held by the office and the director of the 
  1.14  office are transferred to the pollution control agency.  Except 
  1.15  as provided in this act, the responsibilities of the office are 
  1.16  transferred in accordance with Minnesota Statutes, section 
  1.17  15.039.  For the purposes of this act, "responsibilities" means 
  1.18  the powers, duties, rights, obligations, rules, court actions, 
  1.19  contracts, records, property of every description, unexpended 
  1.20  funds, personnel, and other authority imposed by law on the 
  1.21  office of environmental assistance. 
  1.22     Sec. 3.  [SPECIFIC POSITIONS ABOLISHED.] 
  1.23     The following positions in the office of environmental 
  1.24  assistance are not transferred to the pollution control agency 
  1.25  and are specifically abolished: 
  2.1      (1) director; and 
  2.2      (2) assistant director. 
  2.3      Sec. 4.  [INSTRUCTION TO REVISOR.] 
  2.4      The revisor of statutes shall make technical corrections to 
  2.5   Minnesota Statutes to conform to the provisions of sections 2 
  2.6   and 3. 
  2.7      Sec. 5.  [EFFECTIVE DATE.] 
  2.8      Sections 1 to 3 are effective July 1, 2000.
