  1.1                          A bill for an act 
  1.2             relating to the St. Paul port authority; clarifying 
  1.3             the use of certain powers; amending Minnesota Statutes 
  1.4             1998, section 469.084, subdivision 8. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1998, section 469.084, 
  1.7   subdivision 8, is amended to read: 
  1.8      Subd. 8.  [RELATION TO INDUSTRIAL DEVELOPMENT PROVISIONS.] 
  1.9   Notwithstanding any law to the contrary, the port authority of 
  1.10  the city of St. Paul, under sections 469.048 to 469.068 and this 
  1.11  section, may do what a redevelopment agency may do or must do 
  1.12  under sections 469.152 to 469.165 to further any of the purposes 
  1.13  of sections 469.048 to 469.068 and subdivisions 1 to 8.  The 
  1.14  port authority may use its powers and duties under sections 
  1.15  469.048 to 469.068 and subdivisions 1 to 8 to further the 
  1.16  purposes of sections 469.152 to 469.165.  The powers and duties 
  1.17  in subdivisions 1 to 8 are in addition to the powers and duties 
  1.18  of the port authority under sections 469.048 to 469.068, and 
  1.19  under sections 469.152 to 469.165.  Notwithstanding the 
  1.20  provisions of section 471.59, subdivision 1, requiring 
  1.21  commonality of powers, the port authority may use its powers for 
  1.22  industrial development or to establish industrial development 
  1.23  districts anywhere within Ramsey county, provided that if the 
  1.24  port authority uses its powers under this section outside of the 
  1.25  city of St. Paul, but within Ramsey county, the use of these 
  2.1   powers must be first approved by the governing body with 
  2.2   jurisdiction over the relevant area.  If the term "industrial" 
  2.3   is used in relation to industrial development purposes under 
  2.4   sections 469.048 to 469.068, the term includes "economic" and 
  2.5   "economic development." 
  2.6      Sec. 2.  [EFFECTIVE DATE; LOCAL APPROVAL.] 
  2.7      Section 1 is effective the day after the governing body of 
  2.8   the port authority of the city of St. Paul and its chief 
  2.9   clerical officer timely complete their compliance with Minnesota 
  2.10  Statutes, section 645.021, subdivisions 2 and 3.
