  1.1                          A bill for an act 
  1.2             relating to health; requiring certain information to 
  1.3             be available; establishing a toll-free telephone 
  1.4             number and Web site; requiring a survey of home 
  1.5             visiting services; appropriating money; amending 
  1.6             Minnesota Statutes 1998, section 16A.76, subdivision 
  1.7             2; proposing coding for new law in Minnesota Statutes, 
  1.8             chapter 145. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1998, section 16A.76, 
  1.11  subdivision 2, is amended to read: 
  1.12     Subd. 2.  [RESERVE FINANCING.] The funds in reserve shall 
  1.13  be equal to the amount of federal financial participation 
  1.14  received since July 1, 1995, for services and administrative 
  1.15  activities funded by the health care access fund up to a reserve 
  1.16  limit of $150,000,000 $138,800,000.  Investment income 
  1.17  attributed to the federal contingency reserve balances shall 
  1.18  also be included in the total reserve amount. 
  1.19     Sec. 2.  [145.928] [HEALTHY WOMEN CAMPAIGN.] 
  1.20     Subdivision 1.  [ESTABLISHMENT.] The commissioner shall 
  1.21  establish and maintain a statewide toll-free telephone number 
  1.22  available seven days a week to provide information and referrals 
  1.23  to local community resources to assist women and families 
  1.24  through pregnancy, childbirth, and while the child is dependent. 
  1.25     Subd. 2.  [INFORMATION.] The toll-free telephone number 
  1.26  must provide information and assistance in accessing community 
  1.27  resources on the following topics:  
  2.1      (1) family planning; 
  2.2      (2) prenatal care, including the need for an initial risk 
  2.3   screening and assessment; 
  2.4      (3) adoption; 
  2.5      (4) health education, including the importance of good 
  2.6   nutrition during pregnancy and the risks associated with alcohol 
  2.7   and tobacco use during pregnancy; 
  2.8      (5) available social services, including medical assistance 
  2.9   benefits for prenatal care, childbirth, and neonatal care; 
  2.10     (6) legal assistance in obtaining child support; and 
  2.11     (7) community support services and other resources to 
  2.12  enhance family strengths and reduce the possibility of family 
  2.13  violence. 
  2.14     Subd. 3.  [WEB SITE.] The commissioner shall design and 
  2.15  maintain a secure Web site to provide the information described 
  2.16  under subdivision 2.  The Web site shall provide the toll-free 
  2.17  information and referral telephone number described under 
  2.18  subdivision 1.  
  2.19     Subd. 4.  [NONPROFIT ENTITY.] The commissioner may contract 
  2.20  with a nonprofit entity to establish and maintain the toll-free 
  2.21  telephone number described in subdivision 1 or to design the Web 
  2.22  site described in subdivision 3. 
  2.23     Sec. 3.  [FAMILY PLANNING APPROPRIATIONS.] 
  2.24     (a) $1,200,000 is appropriated for fiscal year ending June 
  2.25  30, 2001, from the health care access fund to the commissioner 
  2.26  of health for allocation to organizations receiving funds under 
  2.27  Minnesota Statutes, section 145.925, that .....................  
  2.28  In succeeding fiscal years, this appropriation shall become part 
  2.29  of the base general fund appropriation to the commissioner of 
  2.30  health.  
  2.31     (b) $10,000,000 is appropriated for the fiscal year ending 
  2.32  June 30, 2001, from the health care access fund to the 
  2.33  commissioner of health for allocation to organizations eligible 
  2.34  to receive funds under Minnesota Statutes, section 145.925, that 
  2.35  operate health care clinics that provide medical services 
  2.36  directly to patients.  In succeeding fiscal years, this 
  3.1   appropriation shall become part of the base general fund 
  3.2   appropriation to the commissioner of health.  
  3.3      (c) $....... is appropriated for the fiscal year ending 
  3.4   June 30, 2001, from .......... to the commissioner of health to 
  3.5   establish and maintain the toll-free telephone number and Web 
  3.6   site described in Minnesota Statutes, section 145.928.  
  3.7      Sec. 4.  [CHILD PROTECTION.] 
  3.8      $10,000,000 is appropriated for the fiscal year ending June 
  3.9   30, 2001, from the temporary assistance for needy families block 
  3.10  grant to the commissioner of health for grants to counties to 
  3.11  provide local intervention services targeted at domestic abuse, 
  3.12  child abuse, or other types of violence within the family.  
  3.13     Sec. 5.  [HOME VISITING PROGRAMS.] 
  3.14     $10,000,000 is appropriated for the fiscal year ending June 
  3.15  30, 2001, from the temporary assistance for needy families block 
  3.16  grant to the commissioner of health for the targeted home 
  3.17  visiting program described under Minnesota Statutes, section 
  3.18  145A.15.  The commissioner shall give priority to projects that 
  3.19  target families with adolescent parents. 
  3.20     Sec. 6.  [SURVEY OF HOME VISITING SERVICES.] 
  3.21     The commissioner of human services shall survey the health 
  3.22  plans that contract with the commissioner under Minnesota 
  3.23  Statutes, section 256B.69, to determine the home visiting 
  3.24  services that are currently being provided to families covered 
  3.25  by the health plan under Minnesota Statutes, chapter 256B, 256D, 
  3.26  or 256L.  The survey must determine: 
  3.27     (1) the type of home visiting services provided by the 
  3.28  health plan; 
  3.29     (2) the circumstances under which home visiting services 
  3.30  are provided; 
  3.31     (3) the types of providers used by the health plan when 
  3.32  offering home visiting services; 
  3.33     (4) what services and information are offered to families 
  3.34  with newborns and how these services and information are 
  3.35  provided; and 
  3.36     (5) the number of families with children under the age of 
  4.1   five covered under the health plan.  
  4.2      The commissioner shall submit to the legislature the 
  4.3   results of the survey by January 15, 2001.
