  1.1                          A bill for an act 
  1.2             relating to education finance; authorizing a grant for 
  1.3             the Mid-State education district to develop innovative 
  1.4             model programs; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [PLANNING GRANT; MID-STATE EDUCATION DISTRICT.] 
  1.7      (a) $150,000 is appropriated in fiscal year 2001 from the 
  1.8   general fund to the commissioner of children, families, and 
  1.9   learning for a grant to district No. 6979, Mid-State education 
  1.10  district. 
  1.11     (b) The grant must be used to develop three model programs 
  1.12  in the following areas: 
  1.13     (1) interagency programming for disabled children.  The 
  1.14  Mid-State education district must develop a model plan 
  1.15  demonstrating innovative, cost-efficient ways for counties, 
  1.16  cities, state agencies, and school districts to provide 
  1.17  interagency services to disabled children; 
  1.18     (2) efficient use of public resources.  The Mid-State 
  1.19  education district, in cooperation with Camp Ripley, must 
  1.20  develop a model plan to offer vocational services, gifted and 
  1.21  talented programs, and environmental education programs; and 
  1.22     (3) teacher center and teacher mentoring activities 
  1.23  developed in collaboration with St. Cloud State University.  The 
  1.24  Mid-State education district and the university must develop a 
  1.25  model mentoring program to address the shortage of teachers for 
  2.1   rural school districts. 
  2.2      (c) This grant shall be considered as part of the budget 
  2.3   base for fiscal year 2002. 
  2.4      Sec. 2.  [EFFECTIVE DATE.] 
  2.5      Section 1 is effective the day following final enactment.
