  1.1                          A bill for an act
  1.2             relating to boxing; providing for the sunset of the 
  1.3             board of boxing; requiring the department of health to 
  1.4             regulate boxing in keeping with federal requirements; 
  1.5             appropriating money; amending Laws 1999, chapter 223, 
  1.6             article 2, section 81, as amended; proposing coding 
  1.7             for new law in Minnesota Statutes, chapter 144. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [144.994] [PROFESSIONAL BOXING REGULATION.] 
  1.10     Subdivision 1.  [GENERALLY.] The commissioner of health 
  1.11  shall regulate professional boxing matches in Minnesota.  For 
  1.12  the purposes of this section, "professional boxing matches" 
  1.13  means boxing contests held in Minnesota between individuals for 
  1.14  financial compensation, but does not include boxing contests 
  1.15  regulated by an amateur sports organization. 
  1.16     Subd. 2.  [COMPLIANCE WITH FEDERAL LAW.] The commissioner 
  1.17  shall act as Minnesota's state boxing commission for the 
  1.18  purposes of the Professional Boxing Safety Act, United States 
  1.19  Code, title 15, sections 6301 to 6313, and shall ensure that 
  1.20  safety standards, registration procedures, and other regulations 
  1.21  required by federal law are sufficient to protect the health and 
  1.22  safety of boxers. 
  1.23     Subd. 3.  [LIMITATION.] The commissioner shall not impose 
  1.24  regulations substantially more stringent than necessary to 
  1.25  protect boxers' health and safety and to fully comply with 
  1.26  federal requirements. 
  2.1      Sec. 2.  Laws 1999, chapter 223, article 2, section 81, as 
  2.2   amended by Laws 1999, chapter 249, section 12, is amended to 
  2.3   read: 
  2.4      Sec. 81.  [EFFECTIVE DATES.] 
  2.5      Section 48 is effective March 1, 2000. 
  2.6      Sections 59, 61, 62, 64, 65, and 79 are effective the day 
  2.7   following final enactment.  
  2.8      Section 67 is effective June 30, 1999. 
  2.9      Section 80, paragraph (a), is effective July 1, 1999. 
  2.10     Section 80, paragraphs paragraph (b) and (c) are is 
  2.11  effective July 1, 2000. 
  2.12     Section 80, paragraph (c), is effective July 1, 2001. 
  2.13     Sec. 3.  [ASSUMPTION OF RESPONSIBILITIES BY COMMISSIONER OF 
  2.14  HEALTH.] 
  2.15     The commissioner of health shall consult with appropriate 
  2.16  knowledgeable individuals on an ongoing basis regarding the 
  2.17  development and enforcement of boxing regulations.  The 
  2.18  commissioner shall amend existing rules relating to professional 
  2.19  boxing to conform those rules to the requirements of section 1. 
  2.20     Sec. 4.  [APPROPRIATION.] 
  2.21     $65,000 is appropriated to the board of boxing for its 
  2.22  operations from July 1, 2000, to July 1, 2001. 
  2.23     Sec. 5.  [EFFECTIVE DATE.] 
  2.24     Section 1 is effective July 1, 2001.  Sections 2, 3, and 4 
  2.25  are effective the day following final enactment.
