  1.1                          A bill for an act 
  1.2             relating to transportation; appropriating money for 
  1.3             transfer to the transportation revolving loan fund; 
  1.4             appropriating money to the commissioner of 
  1.5             transportation for state trunk highways; establishing 
  1.6             an intergovernmental cooperative facilities loan fund; 
  1.7             proposing coding for new law in Minnesota Statutes, 
  1.8             chapter 161. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [COMMISSIONER OF FINANCE; TRANSPORTATION 
  1.11  REVOLVING LOAN FUND.] 
  1.12     $20,000,000 is appropriated from the general fund to the 
  1.13  commissioner of finance for transfer by the commissioner to the 
  1.14  highway account in the transportation revolving loan fund. 
  1.15     Sec. 2.  [161.086] [INTERGOVERNMENTAL COOPERATIVE 
  1.16  FACILITIES REVOLVING LOAN FUND.] 
  1.17     Subdivision 1.  [ESTABLISHMENT.] An intergovernmental 
  1.18  cooperative facilities revolving loan fund is created in the 
  1.19  state treasury.  The fund consists of all money appropriated or 
  1.20  transferred to the fund and all money received by the 
  1.21  commissioner from repayment of loans made under this section.  
  1.22  Money in the fund is appropriated to the commissioner for the 
  1.23  purpose of subdivision 2. 
  1.24     Subd. 2.  [LOANS.] The commissioner shall use money in the 
  1.25  intergovernmental cooperative facilities revolving loan fund for 
  1.26  loans to local road authorities for their share of costs 
  1.27  relating to the construction of highway maintenance facilities 
  2.1   to be shared between the commissioner and local road authorities.
  2.2      Sec. 3.  [INTERGOVERNMENTAL COOPERATIVE FACILITIES 
  2.3   REVOLVING LOAN FUND; TRANSFER.] 
  2.4      The commissioner of finance shall transfer $3,000,000 from 
  2.5   the general fund to the intergovernmental cooperative facilities 
  2.6   revolving loan fund. 
  2.7      Sec. 4.  [COMMISSIONER OF TRANSPORTATION; STATE ROAD 
  2.8   CONSTRUCTION.] 
  2.9      Subdivision 1.  [GENERAL FUND APPROPRIATION.] $377,000,000 
  2.10  is appropriated from the general fund to the commissioner of 
  2.11  transportation for state road construction. 
  2.12     Subd. 2.  [TRUNK HIGHWAY FUND APPROPRIATION.] $75,000,000 
  2.13  is appropriated from the trunk highway fund to the commissioner 
  2.14  of transportation for state road construction. 
  2.15     Subd. 3.  [PURPOSES.] (a) The commissioner of 
  2.16  transportation shall spend the amounts appropriated under 
  2.17  subdivisions 1 and 2 for construction and reconstruction of 
  2.18  state trunk highways, including preliminary engineering, 
  2.19  acquisition of right-of-way, and construction support. 
  2.20     (b) Of the appropriations under this section: 
  2.21     (1) $302,000,000 is for improvements of state trunk 
  2.22  highways in the seven-county metropolitan area primarily for the 
  2.23  purpose of improving traffic flow and expanding highway capacity 
  2.24  by eliminating traffic bottlenecks; and 
  2.25     (2) $150,000,000 is for improvements on state trunk 
  2.26  highways outside the seven-county metropolitan area that the 
  2.27  commissioner designates as at-risk interregional corridors. 
  2.28     (c) Of the appropriations under this section, the 
  2.29  commissioner may not spend more than $77,000,000 for 
  2.30  construction support. 
  2.31     (d) The commissioner may not spend any part of this 
  2.32  appropriation to construct any lanes on a freeway or expressway 
  2.33  within the seven-county metropolitan area that are reserved 
  2.34  exclusively for high-occupancy vehicles, or to convert any 
  2.35  existing mixed-use lanes on such a freeway or expressway 
  2.36  exclusively for use by high-occupancy vehicles. 
  3.1      (e) The appropriation under this section is available 
  3.2   through June 30, 2003.  On July 1, 2003, any part of this 
  3.3   appropriation not spent cancels to the trunk highway fund.  The 
  3.4   commissioner shall report by February 1, 2003, to the chairs of 
  3.5   the senate and house of representatives committees having 
  3.6   jurisdiction over transportation policy and transportation 
  3.7   finance on any projects that the department of transportation 
  3.8   has scheduled to be constructed with this appropriation that the 
  3.9   commissioner determines will be canceled or delayed as a result 
  3.10  of any part of this appropriation canceling to the trunk highway 
  3.11  fund.  For purposes of this paragraph, money encumbered by the 
  3.12  commissioner for a trunk highway project is considered to be 
  3.13  spent. 
  3.14     Sec. 5.  [EFFECTIVE DATE.] 
  3.15     Sections 1 to 4 are effective July 1, 2000.
