  1.1                          A bill for an act 
  1.2             relating to Hennepin county; prohibiting Hennepin 
  1.3             county from spending any funds for light rail transit 
  1.4             without voter approval. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [VOTER APPROVAL FOR LRT SPENDING REQUIRED.] 
  1.7      (a) Notwithstanding Minnesota Statutes, section 398A.04, 
  1.8   subdivisions 2 and 8, or any other law to the contrary, neither 
  1.9   Hennepin county nor the Hennepin county regional railroad 
  1.10  authority may levy for or spend any public funds for light rail 
  1.11  transit (LRT) design or construction in the Hiawatha corridor 
  1.12  unless the voters have approved the levy and expenditures at the 
  1.13  November 2000 general election.  
  1.14     (b) If the voters do not approve the spending for LRT 
  1.15  design or construction in the Hiawatha corridor as provided in 
  1.16  paragraph (a), all unspent state appropriations for that purpose 
  1.17  in the Hiawatha corridor cancel to the state general fund and 
  1.18  the legislature must not appropriate any more money for LRT 
  1.19  design or construction in the Hiawatha corridor. 
  1.20     (c) This section is effective the day following final 
  1.21  enactment.
