  1.1                          A bill for an act
  1.2             relating to human services; requiring the commissioner 
  1.3             to study the management of aggregate spending under 
  1.4             the traumatic brain injury home and community-based 
  1.5             services waiver. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [TRAUMATIC BRAIN INJURY WAIVER.] 
  1.8      The commissioner of human services, in consultation with 
  1.9   the traumatic brain injury advisory committee, shall study 
  1.10  whether the management of aggregate spending under the traumatic 
  1.11  brain injury nursing home level waiver would provide greater 
  1.12  flexibility, be more cost-effective, and more effectively meet 
  1.13  the needs of waiver recipients than the current case-mix 
  1.14  reimbursement funding system.  The commissioner shall report 
  1.15  findings to the chairs of the house health and human services 
  1.16  policy and finance committees and the chairs of the senate 
  1.17  health and family security committee and health and family 
  1.18  security budget division, by December 15, 2000.
