  1.1                          A bill for an act 
  1.2             relating to higher education; modifying student grant 
  1.3             provisions for students attending less than full time; 
  1.4             amending Minnesota Statutes 1998, sections 136A.121, 
  1.5             subdivision 6, and by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 136A.121, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 5a.  [PART-TIME STUDENTS.] For a student attending 
  1.10  less than full time, the grant stipend shall be the average of 
  1.11  the amounts determined by (1) prorating the recognized cost of 
  1.12  attendance to the actual number of credits for which the student 
  1.13  is enrolled, and (2) prorating the stipend amount the student 
  1.14  would have received for full-time attendance to the actual 
  1.15  number of credits for which the student is enrolled. 
  1.16     Sec. 2.  Minnesota Statutes 1998, section 136A.121, 
  1.17  subdivision 6, is amended to read: 
  1.18     Subd. 6.  [COST OF ATTENDANCE.] (a) The recognized cost of 
  1.19  attendance consists of allowances specified in law for room and 
  1.20  board and miscellaneous expenses, and 
  1.21     (1) for public institutions, tuition and fees charged by 
  1.22  the institution; or 
  1.23     (2) for private institutions, an allowance for tuition and 
  1.24  fees equal to the lesser of the actual tuition and fees charged 
  1.25  by the institution, or the private institution tuition maximums 
  2.1   established in law. 
  2.2      (b) For the purpose of paragraph (a), clause (2), the 
  2.3   private institution tuition maximum for two- and four-year, 
  2.4   private, residential, liberal arts, degree-granting colleges and 
  2.5   universities must be the same. 
  2.6      (c) For a student attending less than full time, the office 
  2.7   shall prorate the recognized cost of attendance to the actual 
  2.8   number of credits for which the student is enrolled. 
  2.9      The recognized cost of attendance for a student who is 
  2.10  confined to a Minnesota correctional institution shall consist 
  2.11  of the tuition and fee component in paragraph (a), clause (1) or 
  2.12  (2), with no allowance for living expenses.
