A bill for an act
relating to energy; requiring electric utilities to offer rebates for certain air source
heat pumps; proposing coding for new law in Minnesota Statutes, chapter 216B.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) A utility providing retail electric service must offer and promote to its Minnesota
residential customers a rebate of at least $300 per ton to purchase and install a cold climate
air source heat pump that meets technical specifications established by the utility.

(b) For the purposes of this section, "cold climate air source heat pump" means a
mechanism that heats and cools indoor air by transferring heat from outdoors or indoors
using a fan, a refrigerant-filled heat exchanger, and an inverter-driven compressor that varies
the pressure of the refrigerant to warm or cool the refrigerant vapor.

This section is effective the day following
final enactment. A utility providing retail electric service must begin offering the rebate
under this section no later than October 15, 2020.
