  1.1                          A bill for an act 
  1.2             relating to taxation; exempting cities that receive no 
  1.3             local government aid from levy limits; amending 
  1.4             Minnesota Statutes 1998, section 275.70, subdivision 3.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1998, section 275.70, 
  1.7   subdivision 3, is amended to read: 
  1.8      Subd. 3.  [LOCAL GOVERNMENTAL UNIT.] "Local governmental 
  1.9   unit" means a county, or a statutory or home rule charter 
  1.10  city with that has a population greater than 2,500 and that will 
  1.11  receive a payment under section 477A.013 in the levy year. 
  1.12     Sec. 2.  [EFFECTIVE DATE.] 
  1.13     Section 1 is effective for taxes levied in 2000, payable in 
  1.14  2001, and thereafter, but only if and to the extent that levy 
  1.15  limits are extended by law for taxes levied after 1999.
