relating to state government; restricting out-of-state travel by state employees;
proposing coding for new law in Minnesota Statutes, chapter 16B.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin [16B.535] LIMIT ON OUT-OF-STATE TRAVEL.

new text begin State funds may not be used to pay for travel outside of Minnesota by an employee
of an agency in the executive branch, including a constitutional office, unless the head
of the agency certifies that the travel is:

new text begin (1) necessary for enforcement of Minnesota law;
new text end

new text begin (2) necessary to meet the state's contractual or other legal obligations; or
new text end

new text begin (3) necessary for the protection of public health, welfare, or safety.

new text begin This section is effective the day following final enactment.
For travel not authorized by this section that was arranged before the effective date of this
section the head of the agency may allow the travel if the state will incur significant
costs or penalties if the travel is canceled.
