  1.1                          A bill for an act 
  1.2             relating to transportation; changing the purpose of 
  1.3             appropriations and bond sale authorizations from light 
  1.4             rail transit to relief of bottleneck congestion by 
  1.5             addition of lanes. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATIONS AND AUTHORIZATION CHANGED.] 
  1.8      The purpose of the unspent part of the appropriation for 
  1.9   the project in Laws 1998, chapter 404, section 17, subdivision 
  1.10  3, paragraph (a), as reappropriated in Laws 1999, chapter 240, 
  1.11  article 2, section 9, subdivision 3; and the purpose of the 
  1.12  unspent part of the appropriation in Laws 1999, chapter 240, 
  1.13  article 1, section 9, subdivision 5, both are changed to be:  
  1.14  the relief, by the addition of traffic lanes, of bottlenecks of 
  1.15  congestion on metropolitan area freeways and highways.  The 
  1.16  bottlenecks to be relieved are those ranked from one to 14 in 
  1.17  order of priority as of March 1999 by traffic engineers from the 
  1.18  Minnesota department of transportation's traffic management 
  1.19  center.  The appropriations still are from the bond proceeds 
  1.20  fund to the commissioner of transportation.  The bond sale 
  1.21  authorizations for the changed appropriations are also changed 
  1.22  to reflect the change in the purpose of each of the 
  1.23  appropriations. 
  1.24     Sec. 2.  [EFFECTIVE DATE.] 
  1.25     Section 1 is effective the day after its final enactment.
