A bill for an act
relating to public safety; providing grants to local law enforcement agencies for
training officers regarding immigration; providing for a surcharge; appropriating
money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin TRAINING OF PEACE OFFICERS ON IMMIGRATION POLICY
AND PROCEDURES.

new text begin (a) The commissioner of public safety shall award grants to local law enforcement
agencies for training officers regarding immigration policy and procedure in compliance
with a 287g agreement to enforce federal immigration laws under the Illegal Immigration
Reform and Responsibility Act, United States Code, title 8, section 1357g. The
commissioner shall establish the procedure and manner of awarding grants.

new text begin (b) Notwithstanding any other law to the contrary, in addition to any other fee or tax
otherwise imposed, the commissioner shall impose special surcharge fees on all traffic
violations in amounts that reach a total sum of $10,000,000 in each of fiscal years 2011,
2012, 2013, and 2014. Money from this surcharge fee is appropriated to the commissioner
of public safety for the purposes of paragraph (a).
