  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for regional public safety training facilities; 
  1.4             authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [LEGISLATIVE FINDINGS.] 
  1.7      The legislature finds that training of peace officers, 
  1.8   firefighters, and emergency medical responders on a regular 
  1.9   basis is in the best interest of the citizens of Minnesota.  
  1.10  Training is mandated by the state and therefore the state has a 
  1.11  role to assist in funding these facilities.  Training improves 
  1.12  peace officer, firefighter, and emergency medical responder 
  1.13  efficiency, safety, and effectiveness.  Training protects not 
  1.14  only the officers, firefighters, and responders, but also the 
  1.15  public.  The legislature also finds that regional facilities 
  1.16  that are used to train city, county, and state personnel are 
  1.17  cost-effective and beneficial to law enforcement, firefighter, 
  1.18  and medical responder activities due to identical protocols 
  1.19  being employed by each jurisdiction. 
  1.20     Sec. 2.  [APPROPRIATION.] 
  1.21     (a) $8,000,000 is appropriated from the bond proceeds fund 
  1.22  to the commissioner of public safety for grants for regional 
  1.23  public safety training facilities. 
  1.24     (b) Of the amount appropriated in paragraph (a): 
  1.25     (1) $6,000,000 is for a grant to the city of Mankato or 
  2.1   other public body acting as fiscal agent for the joint powers 
  2.2   entity created under Minnesota Statutes, section 471.59, for the 
  2.3   Minnesota south central joint public safety training facility to 
  2.4   design, construct, and equip the facility; and 
  2.5      (2) $2,000,000 is for a grant to the city of Mankato to 
  2.6   design, construct, expand, and equip firearm and tactical 
  2.7   training facilities for the Minnesota south central public 
  2.8   safety training center. 
  2.9      Sec. 3.  [BOND SALE.] 
  2.10     To provide the money appropriated in section 2 from the 
  2.11  bond proceeds fund, the commissioner of finance, on request of 
  2.12  the governor, shall sell and issue bonds of the state in an 
  2.13  amount up to $8,000,000 in the manner, upon the terms, and with 
  2.14  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  2.15  16A.675, and by the Minnesota Constitution, article XI, sections 
  2.16  4 to 7. 
  2.17     Sec. 4.  [EFFECTIVE DATE.] 
  2.18     This act is effective the day following final enactment.
