A bill for an act
relating to natural resources; providing for a secondary park unit in Lake
Vermilion-Soudan Underground Mine State Park; appropriating money for
development of Lake Vermilion-Soudan Underground Mine State Park; authorizing
the sale and issuance of state bonds.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The commissioner of natural resources shall manage the area within the statutory
boundary of Lake Vermilion-Soudan Underground Mine State Park that is located south of
State Highway 169 as a secondary unit within the state park, as authorized in Minnesota
Statutes, section 86A.08. The secondary unit shall be designated a state recreation area and
managed in a manner consistent with Minnesota Statutes, section 86A.05, subdivision 3.
In addition to other activities authorized within Lake Vermilion-Soudan Underground Mine
State Park, the commissioner shall permit ingress and egress on designated routes by
off-highway vehicles, as defined in Minnesota Statutes, section 84.771, into campgrounds
and overnight facilities developed south of State Highway 169.

$5,800,000 is appropriated from the bond proceeds fund
to the commissioner of natural resources to design and develop an off-highway vehicle
campground at Lake Vermilion-Soudan Underground Mine State Park south of U.S. Highway
169.

To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $5,800,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
