  1.1                          A bill for an act 
  1.2             relating to health; providing for voluntary 
  1.3             registration of medical response units; amending 
  1.4             Minnesota Statutes 1998, section 144E.001, by adding a 
  1.5             subdivision; Minnesota Statutes 1999 Supplement, 
  1.6             section 144E.29; proposing coding for new law in 
  1.7             Minnesota Statutes, chapter 144E. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1998, section 144E.001, is 
  1.10  amended by adding a subdivision to read: 
  1.11     Subd. 8b.  [MEDICAL RESPONSE UNIT.] "Medical response unit" 
  1.12  means a unit that is routinely dispatched to the scene of 
  1.13  medical emergencies to provide care at a level consistent with 
  1.14  the scope of the United States Department of Transportation 
  1.15  first responder or emergency medical technician curriculum. 
  1.16     Sec. 2.  [144E.287] [MEDICAL RESPONSE UNIT REGISTRATION.] 
  1.17     Subdivision 1.  [VOLUNTARY REGISTRATION.] A medical 
  1.18  response unit may register with the board according to this 
  1.19  section. 
  1.20     Subd. 2.  [REGISTRATION REQUIREMENTS.] To register with the 
  1.21  board, a medical response unit must: 
  1.22     (1) submit an application on a form prescribed by the 
  1.23  board; 
  1.24     (2) submit a letter from the appropriate municipality, 
  1.25  township, or county governing body that recognizes the applicant 
  1.26  as the medical response unit in the governing body's 
  2.1   geographical area that is designated to respond to a medical 
  2.2   emergency; 
  2.3      (3) be dispatched by a public safety answering point as 
  2.4   defined under section 403.02, subdivision 5, or by an ambulance 
  2.5   service; 
  2.6      (4) have a medical director according to section 144E.265; 
  2.7      (5) be staffed by at least one first responder or one EMT, 
  2.8   as appropriate to the level of care given; and 
  2.9      (6) submit the appropriate fee according to section 144E.29.
  2.10     Subd. 3.  [EXPIRATION; RENEWAL.] Registration for a medical 
  2.11  response unit expires two years after the date of registration.  
  2.12  A medical response unit may apply to the board for registration 
  2.13  renewal before the expiration date by: 
  2.14     (1) submitting an application on a form prescribed by the 
  2.15  board, specifying any changes from the information submitted 
  2.16  under subdivision 2, clause (1), and any other information 
  2.17  requested by the board to clarify incomplete or ambiguous 
  2.18  information presented in the application; 
  2.19     (2) complying with subdivision 2, clauses (2) to (5); and 
  2.20     (3) submitting the appropriate fee according to section 
  2.21  144E.29. 
  2.22     Sec. 3.  Minnesota Statutes 1999 Supplement, section 
  2.23  144E.29, is amended to read: 
  2.24     144E.29 [FEES.] 
  2.25     (a) The board shall charge the following fees: 
  2.26     (1) initial application for and renewal of an ambulance 
  2.27  service license, $150; 
  2.28     (2) each ambulance operated by a licensee, $96.  The 
  2.29  licensee shall pay an additional $96 fee for the full licensing 
  2.30  period or $8 per month for any fraction of the period for each 
  2.31  ambulance added to the ambulance service during the licensing 
  2.32  period; 
  2.33     (3) initial application for and renewal of approval for a 
  2.34  training program, $100; and 
  2.35     (4) duplicate of an original license, certification, or 
  2.36  approval, $25; and 
  3.1      (5) initial application for and renewal of registration for 
  3.2   a medical response unit, $15.  
  3.3      (b) With the exception of paragraph (a), clause (5), all 
  3.4   fees are for a two-year period.  All fees are nonrefundable.  
  3.5      (c) Fees collected by the board shall be deposited as 
  3.6   nondedicated receipts in the trunk highway fund.
