relating to human services; establishing a onetime grant for a pilot project to serve
victims of elder abuse; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The commissioner of human services must award up to
four grants from July 1, 2020, to June 30, 2023, to organizations operating nursing homes
licensed under Minnesota Statutes, chapter 144A, or assisted living facilities licensed under
Minnesota Statutes, chapter 144G, to develop and implement sanctuary services pilot
projects.

new text begin A sanctuary services pilot project must develop and
implement:

new text begin (1) a proven safe care shelter system located within a nursing home or assisted living
facility to serve the surrounding community;

new text begin (2) programming and services, including advocacy, case management, and legal services,
either directly or through partnership with other organizations, that directly aid older adults
experiencing abuse and neglect;

new text begin (3) staff and consumer training relating to the prevention and identification of elder
abuse and neglect and the care of older adults experiencing abuse or neglect;

new text begin (4) a public awareness campaign to increase awareness and educate surrounding
communities and the state on elder abuse and neglect; and

new text begin (5) a public awareness campaign to increase awareness and educate surrounding
communities and the state on resources available to serve older adults experiencing abuse
and neglect.

new text begin Evaluation and report. new text end

new text begin By January 1, 2021, and annually thereafter for two
additional years, the grantee must report to the commissioner of human services on the
impact and outcomes of the sanctuary services pilot project. At a minimum, each report
must include:

new text begin (1) demographic information on the individuals receiving shelter, programming, or
services;
new text end

new text begin (2) referral source for shelter, programming, or services;
new text end

new text begin (3) types of abuse experienced by older adults referred to the grantee for shelter,
programming, or services;
new text end

new text begin (4) the alleged perpetrator's relationship to the older adult referred to the grantee for
shelter, programming, or services;
new text end

new text begin (5) the number of training events funded by the grant;
new text end

new text begin (6) the number of organizations and individuals participating in the grantee's training
program;
new text end

new text begin (7) the number of awareness and outreach events;
new text end

new text begin (8) the number of organizations and individuals participating in the grantee's awareness
and outreach events; and
new text end

new text begin (9) evaluations of social media, marketing, and targeted communication activities.

new text begin This section expires upon the submission by the grantee of the
final report required under subdivision 3. The commissioner of human services must notify
the revisor of statutes when the final report is received.

Sec. 2. new text begin APPROPRIATION; SANCTUARY SERVICES PILOT PROJECT.

new text begin $1,092,422 in fiscal year 2021 is appropriated from the general fund to the commissioner
of human services for grants to fund the nondirect care staffing costs of sanctuary services
pilot projects. The general fund base for this appropriation is $1,092,422 in fiscal year 2022,
$1,092,422 in fiscal year 2023, and $0 in fiscal year 2024.
