relating to health; establishing a task force on youth violence prevention;
requiring reports; proposing coding for new law in Minnesota Statutes, chapter
145.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The task force on youth violence prevention
consists of:

new text begin (1) the commissioner of health or the commissioner's designee;
new text end

new text begin (2) the commissioner of public safety or the commissioner's designee;
new text end

new text begin (3) the commissioner of corrections or the commissioner's designee;
new text end

new text begin (4) an active or retired judge appointed by the chief justice of the Supreme Court;
new text end

new text begin (5) a representative of the St. Paul intervention project appointed by the head of
the project;
new text end

new text begin (6) six individuals, two who reside in an urban area, two who reside in a suburban
area, and two who reside in a rural area, appointed by the commissioner of health;

new text begin (7) an individual appointed by the executive director of the Indian Affairs Council;
new text end

new text begin (8) an individual appointed by the executive director of the Council on Affairs of
Chicano/Latino People;
new text end

new text begin (9) an individual appointed by the executive director of the Council on Black
Minnesotans; and
new text end

new text begin (10) an individual appointed by the executive director of the Council on
Asian-Pacific Minnesotans.

new text begin (b) When appointing task force members under paragraph (a), clauses (6) to (10),
the appointing authority shall attempt to select individuals from communities that are
disproportionately affected by violence.

new text begin (c) The commissioner of health shall convene the task force's first meeting.
new text end

new text begin (d) The task force shall select a chair from among its members.
new text end

new text begin Subd. 2. new text end

new text begin Duties. new text end

new text begin The task force shall address youth violence as a public health issue,
develop a strategic long-term multifaceted response, and oversee efforts to reduce youth
violence. Specifically, the task force shall:

new text begin (1) define the scope of the problem statewide;
new text end

new text begin (2) identify innovative comprehensive solutions that engage government, community
groups, faith communities, and businesses; and
new text end

new text begin (3) recommend policy changes and funding priorities to prevent youth violence.

new text begin Office space, support. new text end

new text begin The commissioner of health shall provide office
space and administrative support to the task force.

new text begin Expenses, expiration. new text end

new text begin The provisions of section 15.059 apply to the
task force except that members receive no compensation and the task force expires on
June 30, 2012.

new text begin By January 15 of each year, the task force shall report to the chairs
and ranking minority members of the senate and house of representatives committees
and divisions having jurisdiction over health policy and funding on the activities and
recommendations of the task force according to section 3.195.
