A bill for an act
relating to capital investment; appropriating money for an expansion of existing
solid waste and recyclable material facilities and processing equipment, and organic
compost site in Polk County; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $2,400,000 is appropriated from the bond proceeds fund
to the Pollution Control Agency for a solid waste capital assistance grant under Minnesota
Statutes, section 115A.54, to Polk County to design and construct an addition and
improvements to an existing waste processing and material recovery facility and organic
solid waste compost facility. This appropriation includes 50 percent of the cost of the material
recovery facility expansion and improvement and 50 percent of the cost of the organic solid
waste compost facility. This appropriation is not available until the commissioner of
management and budget determines that an amount sufficient to complete the project is
committed from nonstate sources. An additional renewable energy component shall not be
mandated as a requirement of this project to qualify for funding under this section.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $2,400,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
