A bill for an act
relating to local government aid; providing supplemental 2023 city aid;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SUPPLEMENTAL 2023 CITY AID DISTRIBUTION.

new text begin (a) Supplemental aid for a city equals the greater of zero or the total of: (1) the local
government aid amount under Minnesota Statutes, section 477A.013, subdivision 9, certified
for the city for aids payable in 2022, plus (2) the supplemental aid amount under Laws 2021,
First Special Session chapter 14, article 7, section 5, certified for the city for aids payable
in 2022, minus (3) the local government aid amount under Minnesota Statutes, section
477A.013, subdivision 9, certified for the city for aids payable in 2023.

new text begin (b) The commissioner of revenue must notify a city of its supplemental aid amount
before August 1, 2022, and must pay the aid in calendar year 2023 in two installments on
the dates specified in Minnesota Statutes, section 477A.015.

new text begin (c) Supplemental aid under this section must not be included for any calculations under
Minnesota Statutes, section 477A.013, that rely on prior year aid amounts.

new text begin (d) An amount sufficient to pay supplemental aid under this section is appropriated in
fiscal year 2024 from the general fund to the commissioner of revenue. This is a onetime
appropriation.
