A bill for an act
relating to human services; providing grants to community health centers;
providing additional subsidies for federally qualified health centers; appropriating
money for long-term homeless supportive services and homeless shelters, other
supportive services, and the temporary uncompensated care pool.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin GRANTS TO COMMUNITY HEALTH CENTERS.

new text begin The commissioner of human services shall issue, by August 1, 2010, a request for
proposals from federally qualified health centers, rural health clinics, and community
mental health centers to expand and improve existing services to low-income persons who
are medically underserved or uninsured. Grants may be used to:

new text begin (1) plan for and develop new facilities in underserved areas of the state;
new text end

new text begin (2) expand services provided by existing facilities, including, but not limited to,
mental health and dental services, or plan for the expansion of services; and

new text begin (3) coordinate the delivery of existing and expanded services, to establish one-stop
facilities that provide preventive, primary care, mental health, dental, and other services,
and also referrals to specialized services as needed.

new text begin The commissioner shall award grants by January 1, 2011. Grants are onetime. In
awarding grants, the commissioner shall give priority to proposals that seek to serve
medically underserved areas of the state that are not served by a coordinated care delivery
system established under Laws 2010, chapter ..., section 256D.031, subdivision 6, or
that expand services to meet unmet needs.

Sec. 2. new text begin APPROPRIATION.

new text begin (a) $25,000,000 is appropriated in fiscal year 2011 from the general fund to the
commissioner of human services for long-term homeless services under Minnesota
Statutes, section 256K.26.

new text begin (b) $5,000,000 is appropriated in fiscal year 2011 from the general fund to the
commissioner of human services for grants to homeless shelters for street outreach, job
training and employment services, chemical and mental health services, and housing
assistance. This appropriation is onetime.

new text begin (c) $12,000,000 is appropriated in fiscal year 2011 from the general fund to the
commissioner of human services to provide grants to community health centers under
section 1. This appropriation is onetime.

new text begin (d) $5,000,000 is appropriated in fiscal year 2011 from the general fund to the
commissioner of health to increase subsidies to federally qualified health centers provided
under Minnesota Statutes, section 145.9269.

commissioner of health to provide community clinic grants under Minnesota Statutes,
section 145.9268.

new text begin (f) $4,000,000 is appropriated in fiscal year 2011 from the general fund to the
commissioner of human services to provide transitional housing under Minnesota Statutes,
section 256E.33.

commissioner of human services to provide emergency services grants under Minnesota
Statutes, section 256E.36.

commissioner of human services to provide community action grants under Minnesota
Statutes, section 256E.30.
