  1.1                          A bill for an act 
  1.2             relating to higher education; reducing appropriations 
  1.3             to the University of Minnesota; amending Laws 2002, 
  1.4             chapter 220, article 5, section 4. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Laws 2002, chapter 220, article 5, section 4, 
  1.7   is amended to read: 
  1.8   Sec. 4.  BOARD OF REGENTS OF
  1.9   THE UNIVERSITY OF MINNESOTA
  1.10  Total Appropriation Changes         (23,633,000)   (23,633,000)
  1.11                                      (23,933,000)   (23,933,000) 
  1.12  For fiscal years 2004 and 2005, the 
  1.13  base appropriation is reduced an 
  1.14  additional $1,858,000 each year. 
  1.15  The legislature intends that the board 
  1.16  of regents should minimize the impact 
  1.17  of reductions in this section on 
  1.18  students by decreasing administrative 
  1.19  expenditures and reserve balances and 
  1.20  through programmatic restructuring 
  1.21  before increasing student tuition.  
  1.22  Reductions under this section may be 
  1.23  made to general fund appropriations in 
  1.24  Laws 2001, First Special Session 
  1.25  chapter 1, article 1, section 4, except 
  1.26  for appropriations to the agricultural 
  1.27  and extension service under Laws 2001, 
  1.28  First Special Session chapter 1, 
  1.29  article 1, section 4, subdivision 4, 
  1.30  paragraph (a). 
  1.31     Sec. 2.  [EFFECTIVE DATE.] 
  1.32     This act is effective the day following final enactment.
