  1.1                             A resolution
  1.2             memorializing the Governor to convey the concerns of 
  1.3             the people of Minnesota regarding human rights abuses 
  1.4             committed by the government of the People's Republic 
  1.5             of China. 
  1.6      
  1.7      WHEREAS, the First Amendment to the United States 
  1.8   Constitution forbids Congress from enacting a law prohibiting 
  1.9   the free exercise of religion, or abridging freedom of speech or 
  1.10  of the press, the right of peaceable assembly, or the right to 
  1.11  petition the government for a redress of grievances; and 
  1.12     WHEREAS, the rights enumerated in the First Amendment are 
  1.13  fundamental human rights that should be respected by all 
  1.14  governments; and 
  1.15     WHEREAS, the people of Minnesota are concerned that the 
  1.16  government of the People's Republic of China has violated these 
  1.17  fundamental rights; and 
  1.18     WHEREAS, the Governor of the State of Minnesota is 
  1.19  scheduled to lead a business development mission to China from 
  1.20  June 7-15, 2002, and, as part of that mission, will meet with 
  1.21  government leaders; NOW, THEREFORE, 
  1.22     BE IT RESOLVED by the Legislature of the State of Minnesota 
  1.23  that it urges Governor Ventura to convey to government leaders 
  1.24  of the People's Republic of China during his business 
  1.25  development mission that the people of Minnesota are committed 
  2.1   to fundamental human rights for all people and they are 
  2.2   concerned that the people of China are being denied these rights 
  2.3   by the government of the People's Republic of China.
