  1.1                          A bill for an act 
  1.2             relating to early education; providing funding for 
  1.3             early Head Start programs; transferring TANF funds to 
  1.4             the department of children, families, and learning; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [TANF APPROPRIATIONS.] 
  1.8      $2,500,000 each year for fiscal years 2001 to 2003 is 
  1.9   appropriated to the commissioner of human services from the 
  1.10  federal Temporary Assistance for Needy Families (TANF) block 
  1.11  grant funds authorized under United States Code, title 42, 
  1.12  section 601 et seq., and awarded in federal fiscal years 2000 to 
  1.13  2002 for the Head Start program under Minnesota Statutes, 
  1.14  section 119A.50, as provided in this section. 
  1.15     TANF funds must be used for competitive grants to local 
  1.16  Head Start agencies to expand full-year programming for children 
  1.17  ages 0 to 3 in cooperation with early childhood family education 
  1.18  programs.  Priority in awarding the grants must be given to 
  1.19  increasing services in areas of the state with the highest 
  1.20  concentration of unserved or underserved children from eligible 
  1.21  families.  Eligible grantees must submit an application with a 
  1.22  detailed plan describing the cooperative programming.  The 
  1.23  commissioner may make grants that are renewable for up to three 
  1.24  years based on the expansion of programming for young children 
  1.25  and the degree of cooperation with early childhood family 
  2.1   education.  The commissioner must monitor how effectively the 
  2.2   grantees are meeting the cooperation and programming goals under 
  2.3   this section and may not renew a grant if the grantee fails to 
  2.4   adequately cooperate with early childhood family education.
